Added a simple "can_redeem" flag on each perk to indicate whether the requested user can redeem the perk (have enough points, have the necessary attributes, etc).
Now supporting the ability to have existing customers referred again after a period of inactivity
Also allowing cancelled members to be referred X days after cancellation
